why was there such a delay and why did the police close teh line ?

Any number of reasons, the most likely being either a suicide or other death on the line which needed investigating, alternatively some idiot ringing in with a bomb threat, or a mysterious unattended parcel found somewhere (which is why you should never leave anything unattended on a railway station)
