Lol I caught the sarcasm. Yes the Border Agents union will probably file suit. Seriously though I understand what you're meaning. I think this is an empty gesture aimed at saving money by not hiring more Border Agents. The government will claim it was a huge success and delay hiring more agents. Meanwhile life goes on and the situation isn't solved.

This is a meaningless gesture by the government. A few illegals will sign up for a free trip home but the vast majority will continue to ignore it just as they have ignored the fact that they are criminals who are here illegally.
