  1. That is your typical 400A fluidmaster fill valve . The only places water should be  coming out of that  are  1 through the little black hose into the overflow tube ( that is what refills the bowl with water  and close to the base inside the tank obviously  . If water is coming out of the top something is not right . you can replace the seal  on that very easily , you lift off the black cap and give the  little thing with the float arm a quarter turn counter clockwise  and you will access to the seal  i am pretty sure the seal is a #242  and you can purchase at any home depot  or home improvement store . also you can replace the whole fillvalve pretty easy with some basic hand tools if you need to .

  2. Call a plumber

  3. I use that type of fill valve almost exclusively and it never gives me trouble. Once I found one stuck in the up position and when I touched it it slipped down as it should, the tank filled and worked fine ever since. It seems to be hanging up somehow. ( it floats as the water level rises up and drops when flushed.

  4. Go to the store and buy a Fluidmaster kit, it will have installation instructions in the box, and you will be amazed at how simple it is to install. The filling valve is shot. Dont be afraid to do it yourself.Once you see how simple it is to fix ,you:ll thank me.    One word of advice, dont over tighten the nut at the bottom in contact with the porcelin tank, you dont want to crack it.If you put it good and snug it wont leak.

  5. yes they do get blocked, grit flows through our water all the time ,and they get caught in the toilet and washers and cause lots of trouble, you might try a back flush. drain and dry the tank ,remove the waterline ,remove the filler ,take it to the sink find the hole where the  water comes out and try blowing water backward through it,if you have an air compressor it might be better, then re-install see if it helps, you might have to replace it.............................tom

  6. Yes they do get clogged.Usually when the city is working and dirt gets in the line. You have 2 choices;1 take the ball c**k (that's what its called ) off and back flush it then put it back on or; 2 take it off and replace it with a new one Its not hard to change just turn the water off;FLUSH;take the feeder tube off then take the hold down nut off and it comes right out(have a pot handy to catch the water)

  7. replace it there cheap home depot or lowes ive seen them get cloged before when the work on water lines in the street
