Toilet etiquette - men versus women?

Why is it that when men sit on a toilet they pull their pants clear to the ground and women don't?

If I keep my elastic waist pants or shorts at my knees while sitting on the toilet, the elastic will stretch out from being held so far apart.  If I let them drop to my ankles, problem solved.
