could i use a Fit All Tank Lever 2 repair a toilet lever if the flapper has a plastic cord rather than a chain

use either one they both work the same way.

Yes it will work. The nut that holds the handle in place (inside the tank) is left-handed threads, so turn it the opposite way to remove it.
