Toll roads..........?

i live in southern california and there is a decent amount of toll roads..

will they always be toll roads? will they eventually be opened to the public for major use?

The toll roads are all in Orange County and they will always be toll roads. In fact they are planning now on making some of the car pool lanes in LA county into toll roads too. Because people will not pay more in tax, they have to raise money for new roads from other places.
