    this is absolutely disgraceful!


  2. well the Guard (not inspector or conductor) can charge them for a ticket, not fine them, what (by the book they should have done) is sent them the ticket with administrion charge (around £10) the guards do not fine people (that is the job of revinue protection)

    Problem is some companies would probably back the decision not to charge as this would be good publicity.
