  1. Yes, over a long period. Best bet is to use a drop that does not contain preservatives that are in their own individual vials.

  2. Regular/Original Visine or Clear Eyes, etc, is not the best thing for dry eyes. They contain an astringent ingredient which skrinks the blood vessels to "get the red out," but this can actually dry the eyes out MORE. Use an artificial tear instead, and a preservative-free variety is best for sensitive eyes. They usually come in a box of individual-use vials. One type I tried though was a bottle with a metal spring inside the bottle that acted as the the preservative, so that it was "preservative-free in the eye." Well turns out I was allergic to the metal so if you see that one, avoid it. I think it's made by Visine. My favorite artificial tears are Systane.

  3. Visine is NOT ideal for dry eye. Throw the bottle away.

First, it's preserved with BAK, which actually can disturb your tear film and make your dry eye drier.

Second, it's a vasoconstrictor. You put drop in, redness goes away, so you keep dropping. Rebound redness (from the drug!) sets in, you add more drug, continue the cycle.

Instead, you need a preservative free drop - in single use vials - like bion tears or refresh lubricant drops. Those are safe to use as often as you desire.
