Toontown Gags as a Guest?

Question

I saw some guys going around with toon up gags and they were not members. I knew they werent members because they had reached the guest limit on throw and squirt.

Every time I try to do the toontask for my final gag training it says I can't. So how do I get to do that last gag training for toonup when I'm not a mem.

Its impossible without the membership...because you recieve the other gags in the different worlds that arent availible to non-members...

the only reason that non-member would have them is that they WERE a member, and then canceled their account after getting the gags...
