From what I've been watching and listening too a couple of these guys run under 4.3 and that is blazing.

I think most people can't argue that the only real tested player has been Daryl Green - who consistently won the NFL's fastest man competition.  He has been recorded under 4.2 many many times (hand timer) and i think i read somewhere he ran a 4.09 at one point.  
Joey Galloway has been timed in the 4.1's on many occasions.
there have been several Olympic sprinters in the NFL but many would say that they are still not the fastest.

Interesting thing to think about - Usain Bolt's world record 100m sprint time of 9.58seconds comes out to like a 4.3second 40yd dash.  So people will argue all day that a 4.1second 40yd dash is not even legit.  

Long and the short of it - anyone recorded at 4.3 or less is fast as heck.  Fastest recorded 40yd dash in 2009 Combine was Heyward Bay at 4.30 seconds.
