  10.  CEBU CITY, Philippines - A debt-free province with an asset of P17 billion was how Gov. Gwendolyn Garcia described Cebu during her State of the Province Address (SOPA) yesterday at the Capitol Social Hall.



    Garcia said the state of the province is the strongest that it has ever been and claimed that it is the richest in the country.



    “We are now, without any doubt the richest province in the country, not just in the present, but at any given time in this country’s history,” she said.



    Dressed in a beige suit, the governor delivered her 45-minute report on the works and accomplishments of her administration in front of guests, who applauded her 29 times.



    She cited the growth of the provincial government’s assets under her administration from only P2 billion in 2004 to P17 billion as of December 2007.



    The province's revenues included the P32 million earned from operating the highly criticized Cebu International Convention Center (CICC) in Mandaue City.



    She told the crowd that she was determined to continue working for the betterment of the Cebuanos.



    With this reason she has decided to set aside the possibility of seeking a national position in the 2010 election. (See related story.)



    In her speech, Garcia criticized Cebu City Mayor Tomas Osmeña and his South Road Properties (SRP) Project which she said has remained "idle" and used only by migratory birds.



    “We will not be drawn into a war of words, or odious comparisons that are the mark of basic insecurity. But this much we say: We have not mortgaged our present, much less the future, for a debt from which there seems to be no relief in sight,” she said.



    On the contrary, “we have secured the birthright of the future generations of Cebuanos, because of this wealth, we cannot act with arrogance as though we owned it, but must, with the humility and responsibility of faithful stewards, nurture and take care of it”.



    Aside from ensuring the province’s financial stability, Garcia said, she is also beginning to fulfill promises she made when she took her oath of office in May 2007.This include among others:



    • The recovery of 164 province donated lots that include the 80 hectare Centcom lot and the 22 hectare Boy Scouts of the Philippines campsite in Kalunasan that also houses the Cebu City zoo;



    • Asphalting of 370 kilometers of the 534 kilometers of provincial roads;



    • Concreting of 69 wooden bridges;



    • Construction of 71 two-classroom school buildings;



    • Construction of the Daanbantayan roll on, roll off port;



    • Construction of provincial hospitals in the cities of Carcar and Danao and the rehabilitation of the Balamban District Hospital and 16 other existing district hospitals located in the different parts of the province;



    • Distribution of over 103,000 health insurance cards to indigent families and the enrollment of 11,000 barangay officials and workers under the GSIS group accident insurance;



    • Implementation of the saksak program to ensure food security;



    • Hosting a total of 15 Suroy Suroy sa Sugbu during the last four years;



    • Establishment of 47 festivals in the different towns and cities of the province to promote awareness of culture and heritage.



    “Our efforts have been to provide the infrastructure to prepare Cebu for that era of unprecedented growth and progress that is within reach, if not actually already here,” she said.



    Garcia said she hopes to complete the asphalting of the remaining 164 kilometers of provincial road by the end of 2008.



    She was also determined to begin the development of the transaxial highway, a road network that would connect the southern and the northern tip of the island.



    A pre-feasibility study of the project is now with the Provincial Economic Enterprise Council for review and approval.



    Garcia also plans to establish international seaports in Naga City in the south and Liloan town in northern Cebu to increase trade and tourism in the island.



    Garcia said that the availability of 436 megawatts of power by 2010 is another boost to the local economy.



    The Kepco power plant in Naga City and the Global Business Power Corporation plant in Toledo City is expected to bring “more than sufficient power to sustain our expected.

    i could say that the source is reliable since i'm a junior statistician and economist plus my mother is a BIR officer ^_^

    i could say that cebu is a rich province because of industries and companies that were emerging in there. (but i really expected it to be the richest)

    i also expected that bukidnon would be included in the list because it is the food capital of the philippines. two of one of the biggest company in the country were also situated there. namely, del monte and BUSCO (bukidnon sugar company).
