Topless women in puerta vallarta?

Just wondering if their are as many topless women in puerta vallarta beaches as their were in the caribbean. My husband and I are going in 4 weeks and I'm not sure what to expect.

If the hotel is a 21 or over, expect topless women. I just got back from Cancun.  It was like Girls Gone Wild for middle aged women.

ALL beaches in Mexico are public.  There are some that you have to go through the hotel to get to though.  Women going topless is illegal and I have often seen the police in PV ask women to cover up.
