Why does she mean so much to Tori, apart from being her kids caretaker.

It's my understanding that she was the caretaker who took care of her (Tori) while growing up.  Tori has felt closer to her than her own mother.  That's why she is so happy that she has returned to help Tori out.

She was Liam's nurse and now Stella's, so she has been with the family for over a year.  Tori is cool because she is so loving to people, and doesn't just make them "help".  I have noticed this with many other "employees" of the family, like the chef at the inn who came by to cook Tori's birthday meal.  I think Tori just really loves the people who come into her life.  

I have to admit I was not much of a fan until I watched the show and realized how kind and non-plussed she is. It is refreshing to see a celebrity who is so...not a celebrity!

You are right, she is a caregiver for the kids and also a nurse. She's like a mother to Tori, since Tori and her real mom are not close.
