  1. Its a very high intensity rainfall produced by tropical low pressure systems. Torrential rainfall commonly results in flash flooding.


  2. There is no official definition or rainfall rate threshold for rain being termed torrential.  It is an arbitrary term used to convey that the rain is of particularly high intensity that may cause flash flooding quickly in some cases, as well as produce very low visibilities.

I don't know what exactly the rainfall rates need to be for torrential rainfall, but i do know that in order for rain to be classified as "heavy", the rainfall rate must be at least .3 inches per hour. Usually when i think of rain as being torrential, i think of the rain rate usually being at least 1-2 in. per hour. Some heavy storms can produce rainfall rates in excess of 3-5 in. + per hour.
