Toshiba Satellite S1730 Power Problem

Hi, I have a Toshiba Satellite S1730 and it will not turn on, It has been working for over a year and now it has just died. When I plug in the power supply nothing happens but I do get this high piched noise comeing from the center of my laptop (Near the RAM slots) what can I do to fix it?Thanks
