There is no answer to your question because you have set unrealistic parameters. I can no more tell you the name of a "cheap 3 Star Hotel" than I could tell you how to flap your arms and fly to the moon.

The French star system is a poor indicator of quality anyway (it is a mechanical check list of amenities and NOT a mark of quality) but it does tend to have a vague connection to price.

And, of course, since no one here is a mind reader it is difficult to be certain what you mean by "cheap."

Nor is is possible to "see France" in five days unless by "see" you mean merely to pass thru cities in rapid succession so you can say you've been there.
