Tourist Prerequisites

Question

So my cousin from spain wants to come to canada and try the work here, and from there on, see if he should move permanently to Canada.

he`s wondering what requisites there are to becoming a tourist in canada, so he can come.

any help would seriously be appreciated.

No problem coming as a tourist, he'll just need a passport if he's a Spanish citizen, but of course he won't be able to work legally in Canada, and working illegally will ruin his chances of coming legally.
