I know less than anybody on this. If you  ask a person for such information and they volunteer it too you, well, then you have it.  Unless you are an appointed officer of some jurisdiction I would check with governmental sources for more information. Remember you could get in big trouble for illegally obtain information from others. You may be the one with warrants out for your arrest if you are accused of illegally checking people out and worse you could be put in prison if convicted of such charges plus incur civil penalties. So I would suggest you know what you are doing before playing vigilante prosecutor.
