Tourist visa while k1 visa in process?

I filed and k1 visa for my fiance and is currently proccessing.. would it be possible to file a tourist visa at this time so he can come visit me while he awaits his approval??

What is required for a filipino citizen to travel from the philippines to qatar.  If they want to come over, and look for work, what are they required to do to satisfy the Philippines and Qatar.
