you notice that somrone is anoying a visitor, explain the negative effects of harrassment and suggest ways how they can be avoiled. What can we do to reduce it (use drama to bring across you point).

Use drama? You want someone to do your homework for you.  Simply put,  if you see someone, anyone being harrassed or harmed on the street, get help. Cell phone 911 and ask for a cop if you are afraid to step in yourself, but don't just walk away. Or...act like a long lost friend of the person being annoyed and make a huge display of being so surprised to see them and hook them by the arm and lead them away, making half serious apologies to the harrasser , Oh, I hope you won't mind me taking "my friend" away for a minute, we haven't spoken in years, then lead the person away from danger all the while chatting away happily...etc. It throws the harrasser off his/ her guard and gets the person being harrassed out of harm's way. Just a thought.
