what do you do when a green light and red light are BOTH on at the same time?

I forgot which, but it was either a red light with a green arrow, or a green light with a red arrow.

  2. left turn arrows do not turn red , they go from green to yellow , when the arrow is gone , the top red light will go green to go. so you must stop for the red until its green unless your turning left on the arrow.

Arrows indicate what is called a 'protected movement' when turns can be made without the opposing through traffic going.  The green arrow with red light ( usually referred to as red ball) is a protected movement.  If it is a protected only movement, it will go green arrow, yellow arrow, red arrow.  On a red arrow, you cannot turn, same as a red ball.  On a protected-permitted movement, the sequence will be green arrow, yellow arrow, green ball. On the green arrow, turns are protected but on the green ball you can turn but there will be opposing through traffic.  There can also be an overlap which is where a green arrow indicates a non-conflicting turn made from the side street.

  5. If there is a red light and a green arrow, then the main traffic has to stop, and the traffic turning can go.

    If there is a green light and a red arrow, then the turning traffic has to stop and the main traffic can go.
