Training scared and stubborn parakeets?

Question

I have 2 parakeets. one is 6 years old and i got him when he was a year old and he picked up the hand thing almost right away. but my new parakeet [3 or 4 months old] just doesnt want anything to do with my hand. i've done the whole spray milled thing and she acted like she wanted to go on and eat it but wouldnt. the closest shes gotten was hopping across my hand once really quick. other then that, she climbs around the bars avoiding me. =[ PLEASE HELP!
