  2. Germany Special is a special promotional offer that works similar to a 0,01 EUR ticket fare + plus taxes for an airline ticket. You need to book it in advance and availability is limited. It is tied to a specific train on a fixed date, if you miss the train - tough luck.

The interrail ticket is a real country pass; the Germany special is valid for one single connection on a fast train only (which only connect larger cities), and each of them has to be booked three days in advance, so that's nothing for travellers.
