Transfer iTunes without the original laptop?

Something happened to my Windows Vista laptop (I heard it was a recall), and it quit working. I can turn it on, but nothing comes up, just a blank screen. Is there a way to transfer all the songs from my iTunes on that computer to a new laptop? The only thing I have is my iPod with all the current songs.
