Transit power steering problem

have a problem with power steering on a 2.5 1998 lwb transit- if the vans not moving it soesnt work but starts working when you get a bit of speed maybe 10-15mph, thought it might high revs might help when still but made no difference, have tightened the drive belt (made no difference) and the fluid level is fine, i am unfamiliar with anything else to do with the power steering system so any help would be appreciated - would also appreciate knowing (briefly) how the system works : - fluid through a pump (like the braking system) and then....

  1. By the description you give,its the PAS pump at fault.Thyey work with vanes inside the pump  that are thrown out centrifugally,meaning the quicker you travel,the less PAS you have.PAS normally stops or disengages function between 30 to 35 mph otherwise it would become to light.So i suspect the vanes are siezed in the half way position.With a manual and some confidence its possable to strip the pump,renew the vanes,have a good clean out,change seals etc.Good luck
