Transmission on snow blower-sears

Question

I have an old two stage 53690512 -The transmission will stall and not pull the blower in snow - Is their hyd fluid that I need to fill some place or is this a belt problem. I cannot see a fill hole for the transmission??? Why will it not go - the auger works fine.
