Transporation engineering question?

I'm doing an accident analysis for a school project and need the ADT(Average daily traffic) for a road segment, but the only information I know is the peak hour volumes for AM and PM. Is there any way I could use that value to estimate the ADT. thanks.

Contact the city engineer who has to look at the same data to determine what traffic controls must be put into place. Such as Stop/Go Lights vs Stop Signs. Speed limit signs with Yellow flashing lights or not.
