Transport around Portalegre, Portugal. Taxi prices? Other alternatives?

My friend wants to go FROM wherever the bus will drop him when he takes it to the city, TO ---> Governo Civil de Portalegre <--- that place, and then back later on in the day.

He can't hire a car.

How much is it likely to cost by taxi (just as a general estimate)?

Also, will there actually be a taxi? If not, are there any alternative transport options that don't include hiring a car?

There are usually taxi ranks at big bus stops. The cost of the taxi is 2 euros when you get in during the day and then 15 cents for each kilometer, a bit more at night and on weekends.
