  1. Public transport is great in the Netherlands at a whole and especially in the larger cities such as Amsterda, Rotterdam, Den Haag etc.

There is a planner (in Dutch but you can also call the hotline) to plan a door-to-door route via public transport.  It shows you the costs, times, connections, types of transports & numbers, stops, maps etc http://www.9292ov.nl/

Don't buy a car (unless you really want to or must).  Tax & insurance is high.  Fuel prices are one of the highest in Europe and rising by the week, and then even if you manage this, it's a miracle to find a parking space (not to mention the costs!).... oh and traffic jams, well the area around Rotterdam is an absolute nightmare during rush hours (and even outside of it)

Same for a taxi - this is the most expensive form of "public" transport (personally I wouldn't classify it as such) unless your company has a special deal with a taxi firm.  Stick with the trams/metros/buses and trains (and even better a bike) if you possibly can.  Far less stressful and kinder on your purse :0)

  2. The transportation in rotterdam is abundant, its covered by busses, trams, and a good big subway system. Taxi's are also widely available. So you should have no trouble getting everywhere without a car, the downside is that subways can be a brewery of criminal going ons and weird situations, as in every big city.

  3. Rotterdam has an excellent public traffic system. It includes

    -  2 subway lines

    -  8 streetcar/tramway lines

    - 37 bus lines

    -  1 local overland railway line to The Hague

    -  1 fast ferry line to the coadt (Hoek Van Holland)

    - 14 night-bus lines

and of course taxis to call, and even water-taxis, which sometimes are quicker since the don't have to deal with traffic jams.

Enjoy your stay in the netherlands.
