Travel oversea without a passport. please help!?

My friend is a permant resident of the U.S. which mean he has a green card. He recently passed his interview to be a naturalize U.S. citizen, but he haven't attent the oath ceremony yet, so he cannot apply for a U.S. passport, but he doesn't have the passport from his home country either. However, he has applied for a re-entry document. would this allow him to travel oversea with his green card? if he attend the oath ceremony, he would get his naturalize citizenship certificate, can this certificate acts as a U.S. passport? because it takes too long to apply for U.S. passport, and he won't get it in time for his family trip, which is the beginning of this July. (his green card will be taken away when he attend the oath ceremony)Please Help!

  1. with this new passport requirment, you need a passport to go any where !


  2. Nope, flying requires a passport. He might be able to get out but I doubt he could get back in without a passport.

A US re-entry permit is not a passport (and is so marked), but may be used as a travel document by those that do not have a passport.  However, is some cases, people with US re-entry permits have been denied airline boarding and even entry into other countries based on individual officer discretion and different interpretations of US/international law.

    The US naturalization certificate cannot be used in lieu of a passport.  

    He has a number of options - apply for a passport from his own country at their nearest foreign mission in the US; wait for his re-entry permit and use that and his green card in concert to travel, then take his citizenship oath upon his return to the US; take the oath and then apply for an expedited US passport; and finally, he can simply come to the realization that US citizenship is more important than a family trip to the country he has left behind, and stay in the US until he has straightened out his affairs.
