  1. Nearly all western countries do not have to pay, the $100 requirement is only for Americans, so if you are not American don't worry about it, you will be given a tourist visa on arrival, no questions asked.  If you are American the exact requirements are somewhat arbitrary and depend on which way you enter.  I entered Bolivia from Peru and Americans at the border were just paying for and getting their visas issued on the spot.

  2. I think it depends what country you are from. I am from New Zealand and I visited Bolivia in Arpril this year and I didn't have to get a visa or pay anything to enter.

Check out your country's ministry of foreign affairs or equivalent website, or find a bolivian embassy or consulate and that should tell you where you can travel and what is required.

By the way, I never met anyone in Bolivia who had to get a visa or pay anything, so either I just wasn't talking to the right people, or you have been given incorrect information.

    Hopefully this works/applies to you

    Enjoy, Bolivia is beautiful!
