  1. They are available but check with the provider for compatibility, what you have may be useless without a special access card or ---,--.

You will need compatible charger, most of India is on 220v, 50 Hz, USA is on 110 V. 60 Hz.

  2. Your laptop may be used with ether net or usb wire connection for Internet under the condition that there is an internet connection where you stay. To call back you've skype with your laptop. Any how check once in India. In somme airports there is wifi service.

  3. You can contact near  bsnl service   or if  u want  easy  just buy  a cell phone  and u can use simcard  for ur internet service as my friend does.

  4. u can dial up connect using the line - u also get toll free numbers connections that allow you global roaming and that does not result in any charges on the local phone line, but your original prepaid connection is used for the same.

    AM

  5. MTNL (Mahanagar Telecom Network Limited) this is internet service providers in delhi.

Just dial in there number and they would set all things. hope this info resolves your query,

  6. If the local phone line is land line from BSNL, then checkout, the line may already been setup for internet (I think its setup by default for all land lines). All you need is a password, dial-up modem; login would be the phone number.

Also check local mobile service provider, like Airtel, they do have data plans. You can buy a PC Data Card or a USB modem and you have wireless internet.

I don't have very definitive answers, but hope this feedback helps.
