Treadmill problems.

I have a fairley new treadmill (it's a rebok) that has stopped working. when i plug it in, turn it on, and press start, the motor that spins the tread will spin almost once around and then stop. If I press start again it wont even spin once again-I have to cut power then press start again, it will then spin one more revolution. I took the motor apart. It is fine. I tried the motor w/o the belt- no difference. There is also no binding noise or smoking. there is however a red light on a circuit board that flashes weakley when i hit the start? I also cant get the treadmill to incline or decline, and that has nothing to do with the motor. what do u think? Fuse, loose connection? where should i begin?
