Treated Seeds?

if i have morning glory seeds and theyre treated, will washing them with soapy water take off all the chemicals?

I'm betting that you are a person into doing things "naturally."

The 'chemical treating' of the seeds is to help them germinate.  I guess you could remove the chemicals by washing the seeds, but there is no point in doing that.  Plant the seeds as they are.  The flowers will have no chemicals attached to them.  The 'chemicals' used to treat the seeds will be lost in the soil.
