  1. Cement Blocks is the only choice. The lumber will rot and allow water to get in. + blocks are probaly cheaper

Cement block for sure.  Treated lumber will rot over time, especially if left unprotected below grade.  You'll have to waterproof the exterior of the block to keep moisture out.  There are numerous ways to do this, all of which will cost about the same.  Treated lumber will be cheaper on the front end, but I can guarantee if you use them, you'll be replacing them with block 5 years down the road.

  3. If this is a cellar for your home, cement blocks is the way to go. If it is a storage cellar (wine, dry storage) treated lumber could be used.

  4. If the cellar is below grade, then you will want to use the block. Treated lumber is probably cheaper, but would rot out with exposure to the ground and moisture.

  5. Yes, you can use a pressure treated wood for a foundation if you follow the directions of the  APA the Engineered Wood Association (used to be called the American Plywood Assn).
