Tree Roses/Standard Roses Propagation?

Hi,

How many scion buds to be put on root stock for Tree Roses? Assuming the height at 36" cane? Can anyone have photo illustration to demonstrate.

I would presume 2 or 3. more is good in case they don't take, and you want a balanced shape  - which is easier with more to start.
