If it is already for sale...call a realtor.

If all else fails, knock on the guys door.

If you are interesting in buying the house down the block, then talk to a REALTOR®.  If it is for sale, he or she will tell you what you want to know regarding the property.  Commission is paid by the seller's agent not you.

Take the address to the County Assessors Office.  You will get the owners name there.  Take the name to the Recorders Office to get a list of all mortgages and deeds so you can track down the owners.  Call or write them and make them an offer./
