Yes bettas are tropical fish and prefer tank water between 75-86 F.  Also I would not recommend just a small bowl as a home for a betta, like any other fish they need room to swim around and I would say a MIN of 3 gal.  I am also adding a link below in case you have any other questions that you need answered because it is a very helpful link

Bettas are, indeed, freshwater tropical fish. Since they are tropical fish they will need water temperatures that range from 75-86 F (24-30 C).

you could make sure that the water is around 70-80 Fahrenheit
