  1. Partially. If you observe me making steel and then go and make your own, a cultural transmission has taken place without a word being spoken. I would conjecture that much of cultural transmission took place this way early in human pre-history.

    But on the other side of the coin language is destroying culture.  As an example.  In Finland the TV has been broadcasting a set dialect of finnish for well over 50 years. We have a unified school system using the same dialect. As a result most young people do not speak with their regional dialects, resulting to the extinction of those dialects. In Russia and China it is the same, but replace dialect with language.  

    Language is also a reason why the protestant churches did better at converting native Finns to christianity than the roman catholic church did in the middle ages. In the Catholic churches mass was held in latin, which most Finns did not speak. Luther realised this was a problem and in his protestant churches masses where held in the local language. It is no coincidence that Martin Luther did not speak a latin-based language (like italian, spanish or french). His native language was German.  Once people understood what going to church was about they understood that they couldn't go living in the old way of multiple deities and sacrifices. So Martin Luther killed ethnic Finnish culture.
