Of course it is!

France is not in open conflict with islamist countries.

Bernard Kouchner, minister of the foreign affairs, only stated that the whole community should be strict with Iran and not hesitate to threaten of war in case they get the nuke.

France is safer than ever, thanks to our new president Sarkozy.

I do not know what news you have been watching or listening to, but it's different than the one I am getting. France is fine. If you are in Paris just use the same common sense you would use in any large city.
