Trying to become "FAFSA-ble"?

I'm 22 years old right now and at a junior college working on a transfer program. I can't get finanical aid because my parents refuse to give tax information, and obviously I'm bellow 24. But there is another problem. I've had a hard uphill climb trying to stay in school and at one point feeding myself required dropping all my classes to take a second job. I'm not eligible now also because I have withdrawn from to many classes.

So, if I take and pass enough classes to get my percentage down again, and I'm 24, will I be eligible again? And does my withdraw rate effect my aid ability at every institution or just the one I'm at now?
