Trying to change color of cell or letters if conditions exist in another cell. HELP?

How do you change the color of the letters or cell in one cell if conditions exist in another. What about making a cell blink or letters blink if conditions exist in another?

Hi Bill.

You are looking for something called conditional formatting.  I believe that this is under the format tool bar at the top.  

You can select a cell and then select conditional formatting.  While in conditional formatting you can select the conditions that  will trigger the change in the cell and then select what type of items are changed when that cell condition is triggered.
