Trying to enlarge a picture......?

Does anyone know where/or how I can enlarge a really small thumbnail size picture to a 4x6?

I would appreciate anyone's help!!!

There's a new technology to enlarge pictures while keeping their details and clarity. It's a free online website that does that, may be that can help ?

a thumbnail 1 x 1.5 inches could be resized to 4x6, but the resolution would pixelate, if image has high resolution of 144/ 300 + and not 72/ 96. then you can try resizing to larger size, if low, may not improve,
