  1. First of all, why?  That could weaken the wheel and cause all kinds of problems for you.

    If you still insist on doing it, or have decided its ok to do, your best bet is to use a lathe.  If you don't have a lathe at home you could take the wheel to a machine shop, which would probably cost less than buying any new tools and give you a better finished product.  The next best option is a line bore, again, something you probably don't have at home.  A cylinder hone would get the job done, but will take some time. This may be your best option.


  2. That depends on which hole your making bigger. A drill or a boring bar which hole is it.
