Trying to make this hat...?

Does anyone have any suggestions on how to make this hat?

Are you wanting to make it to wear daily or are you making a costume?

For a costume I would think it should be fairly easy.  The form looks like it could be copied fairly easily with a stack of the right bowls. Cover those in saran wrap and tape down to a flat surface also covered in saran wrap.  You could use yarn or light straw for the hat itself and using Modgepodge or slightly watered down white glue, soak with glue and then lay your material of choice onto the form.  Let dry and you can pull it up off the form and trim the edges.

For a daily wear hat, you would have to be a little choosier with the materials you use ( a nicer grade of straw I would think, probably over felt ) soak in hot water and again create your shape by gluing it onto a base of (or strips of) felt.  Let dry and trim.
