Tube TV - one thin horizontal line of bright light

Question

Hi,

I have a JVC 26" tube TV, about 10 years old. The only picture I get is one thin horizontal band of obnoxiously bright light about 1cm wide across the centre of the screen.

Is the set done? Tube shot? Repairable at a reasonable cost?
