The 'international fee' applied varies from school to school. Most campuses have fees, but a few (mostly private schools) don't --- but the tuition is generally higher. If you're a U.S. Citizen, you're eligible for the Stafford Student Loan and your parents are eligible for the Parents PLUS Loan if the school is recognized by the U.S. Department of Education (most universities are).
