Turn Angle Valve not working?

Question

I have a turn angle valve under the bathroom sink that does not want to turn/shut off so I can replace the supply line. Anyone know any tricks or know how to make it work?

There are replaceable parts inside your existing valve.

Turn off the main......drain the water back out of the lines by opening ...basement?......taps......

Open your valve and exchange the worn parts.

Not too complicated.
