Turned in a DTV box. Got bill for PPV found on box. Boxnever hooked up to phone line. How could PPV be ordered

Is this a rip off or could someone have gotten PPV without box hooked up? If ordered by phone would think I would have been billed over a year ago when this allegedly happened.

Most boxes will allow you to order a certain $$$ amount even if the phone is not hooked up.  Once you reach that $$$ limit then it will not allow you to anymore.

Apparently someone bought PPV at some point until that limit was reached.
