Turning 18 out of state college voter registration?

How can a college student from Michigan living in a California dorm register to vote? In Michigan you have to register for the first time in person and if the student is in California, she cannot do that. Also to register in California you cannot use a dorm PO box as your address. Is there a way for an out of state Michigan student who will be 18 in October to vote?
